Governance

St Cuthbert's Society Junior Common Room is a registered charity, number 1144173.

The Junior Common Room is the student body of St. Cuthbert’s Society. We have approximately 1,300 JCR members. Unlike the majority of colleges, both undergraduates and postgraduates form our JCR. Every member is welcome to participate in all of our activities and run for any election.The JCR supports a wide variety of sports teams and societies. Every one is eligible to receive funding, which is allocated as per our financial guidelines and approved at a JCR General Meeting. We also maintain a gym, computer rooms, laundry facilities, PA/disco equipment amongst other things. See the JCR Facilities page for more information.

The JCR elects an Executive Committee and Officers to run its various services and committees. The Exec is chaired by the President of the Society, which is a Sabbatical position.

JCR Meetings

Twice a term the JCR meets in the bar to discuss issues, pass motions, elect people to positions, scrutinize the Exec and generally sort out all things JCR related. It’s really great fun if you get involved and it’s the only way you can make sure things are being run the way you want them to be! Remember, it’s your JCR so kick up a fuss if everything isn’t hunky-dory!

Motion

A motion is the formal way in which we present an idea to the JCR. If you have a suggestion about how to improve the JCR in any way that’s not just to do with how things are run, but also idea on how to spend our money, then put it in a motion and the JCR will hear, amend (if necessary) and vote on it.

There is a formal way in which you must write a motion for it to be valid based on a “notes, believes, resolves, repeals, orders, mandates, adopts” system although not all of these sections will be used in most motions. All motions must include a notes, believes and at least one other section, an explanation if the different sections is given below:

  • The notes section is purely factually based for information relevent to the motion.
  • The believes section is for describing the reason why something should be changed.
  • The resolves section is for any proposed expenditure of JCR funds.
  • The repeals section is where the details of any previously passed motion that it is proposed to repeal are listed.
  • The orders section is for new entries to be incorporated into the JCRs Standing Orders.
  • The mandates section is used when you wish to direct a JCR Officer to perform a certain task.
  • The adopts section is used to create a new Policy Document.

This JCR Notes:

  • That Cuth’s Freshers are not wise in the ways of Monday night Klute.

This JCR Believes:

  • That all Freshers should visit Klute on a weekly basis after Cuth’s bar for dancing, socialising and general merriment.

This JCR Mandates:

  • the Treasurer, Vice-President and President of the society should escort as many Freshers as possible to Klute every Monday night. Failure to do so will result in rustication.

Opposition to this (if any) would be voiced, heard, considered and any amendments proposed and voted on before the motion (amended or not) goes to a final vote. When passed it is law until such a time as it is obsolete or overturned by another JCR motion.
